Would spousal sponsorship be faster if PA doesn't need OWP?

My husband already has an OWP which he got after graduating from university here. It's valid for almost two more years anyway. Would this in anyway mean that my file would move somewhat faster since there's less processing of files?

We're December applicants, and have completed our medical exam.

OWPs get processed alongside PR applications. The process will still take around a year (if inland), although we've been seeing faster processing times in the last few weeks (eg. a September 2018 applicant has already received their landing interview date).
