This is my situation/status:

NOC: 2283
Positive LMIA issue date: 11th July 2013
LMIA opinion expiry date: 11th Jan 2014
Workpermit approval date based on LMIA: 24th Sep 2013
WP expiry date: 24th Sep 2015
WP type: Closed
WP request approval mission: New Delhi, India
WP issued at POE: Calgary, Alberta.
POE date: 2nd Nov 2013

PR Express Entry application status: In Process
Express entry Acknowledgement of Receipt (AOR) received - 27th Mar 2015
PR eligbility status: Review in Progress
No updates since then

Assuming I don't get the PR eligibility review done in time to apply for Bridging Open WP (BOWP), when is the most appropriate time I should request my employer to apply for a new LMIA which i should use to apply for WP renewal? My company HR assistants requests me to wait till June last week to see if I receive PR eligibility and if I don't, only then approach company for other options. My question is, wouldn't that be too late for company then to start LMIA process? When is the optimal time they should start LMIA process?

Did you check the thread LMIA application processing time?
http://www.canadavisa.com/canada-immigration-discussion-board/lmia-application-processing-time-t235591.0.html

Generally, employer needs to advertise for at least a month. If your job meets certain special conditions, there is accelerated processing, otherwise it can be several months. So, I would say you should start now if possible as advertising + LMIA could take 4 months. Check the linked thread for other people's experience

Another reason to apply earlier is the employment situation in Alberta is deteriorating all the time so getting a positive LMIA might get more difficult the longer you wait.
