Working Permit Exempt, but employer requests it!

Hi all,

I got offer of teaching and researching fellowship from university in Canada for 6 months. When I applied the work permit, I was self-employed and there was no clear statement about the stipend and salary about my fellowship at the offer of letter, but nil-salary.

Recently, my application was withdrawn saying:
"You are work-permit exempt as per 186 (a). You do not require a work permit as a self-funded researcher."

The university asked me to get proper work permit in order to get $5,000 stipend for supporting my research and salary for teaching students.

In this case, do I have to apply the work permit again through CIC application form? or Can I apply the work permit at the Boder Service Agency at the International Airport.

Actually, I have to enter Canada before September, only 7 days left.

Please let me know what I can do.
