Can we work part-time in a proper company as an international student? If yes, how do I count the hours or submit proof that I’m not extending my 24-hour limit?

If your permit says you can then you can. Doesn’t 24 hour limit start in September? Your paystubs will tell you how many hours you worked.

Since you cannot work until you start school then you will know how many hours you work through your paystubs. Hopefully you get a job quickly.

You can do this, just be aware that that most students find jobs in typical "student job" industries that offer flexible hours (think food service, warehouses, entertainment, etc). I know lots of students who thought they'd get a part-time office job at a proper company and those jobs are rare. Most proper companies want to hire employees to work a regular 9-5 Monday to Friday schedule.
