Working ioff campus in Canada while studying

Based on the new rule effective from June 2014
Students who are eligible (full time student in designated institution) can work part time (20 hrs/week) off campus while studying
A friend of mine got her study permit. She is a full time Masters Student and on her study permit it is written that she can only work on campus.

I already received my Visa and will be traveling in August (Full time Masters Student)

I want to know if we are allowed to work off campus?

Did anyone got theor study permit after June 2014 and it is mentioned in it that they can work off campus

My friend is studying at university of manitoba and master degree, but he had to show his transcript which is above B in order to work for off campus. I guess, it is better to ask for your school in directly.
