I have a friend working on working holiday visa. His employer is willing to give him a job via LMO.

Question:
Once his employer gets an LMO, can he apply his work permit at Vegreville like a temporary foreign worker?

Or

Is working holiday not considered a TFW? Thus, does he have to leave and re-enter Canada (he's from Korea and and is travel visa exempt)?

That's fine. If he has legal temporary status in Canada, and currently is residing in Canada he can apply for a new work permit at Vegreville.
