Working before applying PGWP

Hello, community,

Background:
I am a McGill thesis graduate student who is close to graduating.
I am still waiting for my thesis approval from the department (They should approve soon), once it is finished, I graduate.
My study permit expires in 2023, 8/31.
According to current policy, I am able to work full-time with a study permit.
I know I can work full-time when I am waiting for a decision on PGWP application (if I have confirmation of the submission letter).
Can I work while I am waiting to receive my post-graduation work permit? (cic.gc.ca)

I would like to ask some questions:
(1) I would like to ask if can I work full-time "after" graduation.
Note: I have done some research from Working Pre-PGWP? : mcgill (reddit.com), but I would like to confirm again if possible.

(2) There is going to be some window between when I finish my graduation criteria and can finally apply for the PGWP.
My question is does anyone has experience with how long it takes to get confirmation of the submission letter from graduation? (given that I applied PGWP immediately whenever I can)
