Working after finishing study, before being able to apply for PGWP

Hi!

I have a question about my sister's work after school situation. She finished her course, and now is in her co-op semester - she no longer has classes. Her co-op company hired her, but everybody is confused as to whether she can work or not.

Her study permit allows full-time work when there's no classes, but technically she is still in an official "semester", not on a school break, so her school said she can only work 20 hrs a week.

On CIC website it's a bit confusing as to whether you can work full-time after you've finished your classes. It seems that you can work only after you've applied for PGWP, or another study permit.

She'll only be able to apply for PGWP in October, when the school processes all her grades.

Could someone please help with figuring out whether she can work full-time right now? It's a very good job opportunity that she was very lucky to get.
