You are correct, you cannot work with just a TRV. You must have an LMO before you can apply for a work permit. The LMO is granted to the employer to show that by offering you a job it isn't taking one away from a Canadian or PR.
I noticed that you called it a TEMPORARY RESIDENT PERMIT. That is different from a Temp Resident Visa. A PERMIT is granted to someone who would not normally be granted a visa, but is given special permission for an exceptional reason.

Conditions on temporary resident permit holders

An officer may impose, vary or cancel conditions when issuing a temporary resident permit. The maximum validity of a single temporary resident permit is three years and it is accompanied by specific conditions. Generally as a permit holder you:
•Must comply with the conditions imposed on your TRP;
Must not work or study without a work or study permit;
•Cannot re-enter Canada without prior authorization;
•Must leave Canada at the end of their authorized period of stay
