A company can not just decide that they want to hire a foreigner and issue a work visa. If they want to hire you, they must prove to Service Canada that they are unable to find a Canadian or PR who wants to take the job and is qualified for the job. Service Canada wants proof that they have advertised the job and that they are offering market wage. If they fulfil these requirements, they will get an LMO (Labour Market Opinion) and you can use it to apply for a work permit. For your work permit, you would still have to prove that you have strong ties to home country and will not try to overstay in Canada.
Most companies will not waste their time applying for an LMO unless they think they will get it, that is they really can not find a Canadian or a PR to do the job.
If you want to immigrate, the best way is to find a course at a college that is a party to the off campus program, enrol in a 2 year course, after 6 months, get your off campus work permit, complete your studies, get your post grad work permit and then you will have several options to apply for your PR, for example under PNP or under CEC.
