Is it possible to get some sort of temporary work visa in Canada without a job offer? That way the person can just apply for jobs while in Canada?

If it had been possible then a lot of people from the whole world were here in Canada.

It's usually not possible. Typically you need a job offer in Canada first to qualify for a work permit.

There are some circustances which might allow you to apply for an open work permit (work permit where no job offer from an employer is require). However you have to tell us a lot more about yourself if you want to know if you qualify for one of these work permits. Where are you from? How old are you? Do you happen to have a spouse who is in Canada as a foreign worker or foreign student?

Not unless your finished a course of study in Canada (as a SP holder) within the last 90 days or have a spouse who is a student or temp foreign worker in Canada

IEC is another possibility depending on country of origin and age.
