WORK VISA EXPIRED WANT TO CHANGE TO STUDENT PERMIT ???

Here is my situation.

1) PGWP work permit expired.

2) Wanted to change to visitor visa while my PR is in process (refused, got the letter August 15)

3) My PR will not be confirmed untill end of the next year (2011)

Am I eligiable to apply a student permit?? What are opitions???
