Work reference letter requirement

I am claiming points for full 3 yrs of work ex in my EE application. Jobs in descending order of recency

Job 1 (current 2.5 yrs work ex) : NOC 2171
Job 2 (3 yrs 2 months work ex) : NOC 2174
Job 3 (2 years 2 months work ex) : NOC 2174

Primary NOC: 2171

1. I have a question about the work reference letter. If I give details of all my jobs but only give work reference letter for job 2 is that going to create any problem ?

2. Is there any rule to provide work reference letter mandatorily for your primary NOC? should I change my primary NOC to 2174 so that I need only 1 reference letter

3. Will I have to provide work reference letter for every Job I submit while applying for EE? (Or only 1 which has 3 yrs is enough)

Job 2 will qualify you for the maximum number of available points for foreign skilled work, but can you not at least get a letter from your current employer for your primary NOC?
