Do we need valid work permit after applying under cec.

Only if you want to work. If you don't plan to work, you can apply to change your status to visitor if you want to stay. If you don't plan to stay, you can go back to home country and wait for your PR visa.

If you leave, just make sure you let CIC know what your current address is at all times unless you have someone at your old address checking your mail for you.

I guess not because when you get the landing papers, you can land in Canada as permanent resident and therefore will not need work permit to work in Canada.

First they request passport and then you get the passport back with your PR visa and then you must "land" at the border to become a PR. Once you are a PR and have your landing papers, you will go apply for a new SIN at Service Canada. This will be a permanent SIN. It is not like the one you have now that starts with 9 and expires based on your permit. With this new SIN, you do not need a work permit any more.
