Work Permit Time Frame why we must suffer for their mistakes

My fiance has applied for a work permit in February 2015 and we moved shortly after. They added a new 100 dollar fee to the permit in March after we submitted ours. They mailed it back to us explaining what has happened. We just found out 3 weeks ago cause government papers are not allowed to be forwarded to a new address. We since mailed in a new application (just in case) as well as 100 dollars and a letter explaining everything. How long should she wait before we should call them to see what is taking so long since everything was done last year? Any information would be greatly appreciated.

The new fee came into place in February - not March.

You'll need to provide quite a bit more information in order for anyone to answer your questions. How did your fiance qualify for a work permit? LMIA? PGWP? Something else? Did she have an existing work permit in Canada? If not, what's her status when she applied? When does or did her previous work permit or status expire? When did you send the second application?
