Work Permit - Study Permit

I applied for study permit in Dec 2012 and have not received any response yet.As processing days are 69 its already 35days. I called CIC today and they say my application will be processed in Feb which will make me late for classes.

I am having USA visa as well admission offer and funding.Is it possible to get study permit at port of entry?As this is going to make me late for Jan session.What are my options?

Nope, only citizens/residents of US and St. Pierre et Miquelon can apply for a study permit at a port of entry without the overseas LOA.
