Work Permit Stamping BIG CONFUSION!!!

Hello, I completed my post-graduation from GBC, Toronto on August 26th (the date I received my graduate letter). I went back to India on August 19th for vacation, from where I applied for my PGWP on October 14th (Outside Canada). I returned to Canada on November 16th and received a medical request on December 6th. I got my medical done from a panel physician in Toronto, who further submitted my medical results. I got a notification from IRCC on January 6th informing me that my application was approved and now I need to send my passport for stamping. But the link provided in the Passport Request only contains VACs that are outside Canada, which doesn't apply to me as I'm already here in Canada. Now, I am completely unaware of what to do, where to send/take my passport which I'm supposed to do within 30 days. This is causing me a lot of stress. It's quite probable that they're assuming I'm still outside Canada as they also asked me to get a medical done for my work permit when none of the conditions applied to me (I wasn't in India for more than 6 months in the last year, just less than 3 months).

I have already submitted a webform with my enquiry but as it can take a lot of time to get back a response (I did the same for an enquiry related to my medical and I never got any response, it's been a month), I'm relying on other options. I have also tried calling IRCC multiple times (even at 8 in the morning) but I never get a chance to speak to an agent due to the high volume of calls.

Kindly help me out here to understand what can I do and where can I send my passport for stamping. I do know that it's done in Ottawa when you're inside Canada but because I wasn't instructed to do that in the request letter, I'm not sure if I can do that without any confirmation from IRCC first. Please guide me. Thanks!
