Work permit - Spouse on visitor visa

We need some help regarding spousal application. Some history as below:

I am Canadian PR and my wife is Indian citizen. . She came to Canada on visitor visa in March 2018 and we got married here in April 2018. We did a civil marriage ceremony in Canada My wife is still in Canada with me on visitor visa. Our file is currently in Delhi for background check since November 2018... and ECAS shows "We started processing your file..."

So, can my wife now apply for work permit while being in Canada? I had talked with cic agent on phone & he said she cannot apply. But, our consultant says that we can apply for wife's work permit because we already have Sponsor Approval. Any thoughts please, if she can apply or not?

Did you apply inland or outland? If you applied outland (even if she's in Canada) there is no work permit option.

We had applied inland but we did not apply for work permit earlier & had send it to Sydney, N.S. instead of Mississauga by mistake so I think because of all these reasons our application is being considered and processed as outland.

If it is being processed outland which it sounds like it may be there is no work permit option.
