Work Permit Refused

Hello,
I was on student permit and my husband came on OWP to manitoba. Once i finished my study permit applied for PGWP and got it, am working in NOC C job. But my husband applied for OWP again but got rejected reason mentioning that the primary applicant should have a Job in NOC 0, A or B.
Now he is on restoration time for 90 days.
1. Is this 90 days is from refusal of application or work permit expiry date?
2. Is there any way he can get work permit or does he need to apply for visit visa? Do the CIC grant visit visa in this case. If not do I apply for study permit etc.?
Please advise.

1. See refusal letter for his date of expiration.
2. Unless you get a new job with NOC 0,A or B, he will have to change his status to visitor. And if he wants to continue working, he will need to have a approved LMIA in order to apply for a new work permit.
