Work Permit question.request advice

I am working for a US company in AbuDhabi and my nationality is Indian.Recently there was an opening in Toronto in my company and I have been selected.
My company has appointed a lawyer in Toronto for the work permit.Our US HR informed me that they will apply from New York Canadian embassy for the work permit because Abu Dhabi waiting time is 7 months.

The problem is that my wife doesnt have a US visa so applying from NY route might take longer.

I also noticed that WP processing times are same 3 months in New Delhi and NY. Can we apply from New Delhi ?(I am a resident of UAE).

Also I noted that WP applications submitted inside Canada are processed faster. Can we apply in Canada. I think my company is planning a trip to Toronto for us. So can we go to Toronto and apply from there?

Appreciate any guidance and suggestions.

1. As you are not residence in the Area that the New York office services, you can't apply there.
2. As you are an Indian citizen, you can select either Abu Dhabi or New Delhi. How you get your passports to ND may prove to be a problem.
3. You can't apply in Canada.

Can you give me the link which says that you have to be a resident or citizen while choosing the visa post to apply for WP? My husband's immigration lawyer has advised New York though he is an Indian with UAE residency, currently staying in Canada as a PR which he's planning to relinquish.

Maybe your spouse's Immigration lawyer should read the Immigration Regulations?

Place of application for temporary resident visa, work permit or study permit

(2) An application for a temporary resident visa — or an application for a work permit or study permit that under these Regulations must be made outside of Canada — must be made to an immigration office that serves as an immigration office for processing the type of application made and that serves, for the purpose of the application,

(a) the country in which the applicant is present and has been lawfully admitted; or

(b) the applicant's country of nationality or, if the applicant is stateless, their country of habitual residence other than a country in which they are residing without having been lawfully admitted.

My husband's current status in Canada is that of a PR. He's planning to relinquish it for noncompliance of RO and simultaneously apply for TRV and ICT work permit. In such a scenario, what are the possibilities?

"Apply for a new temporary resident visa from within Canada
If you are a temporary resident in Canada with valid status (that is, you have a valid study permit or work permit), you can apply for a new temporary resident visa to return to Canada before you leave.

You can apply in Canada if:

you are a legally admitted
student or
temporary foreign worker
in Canada with a Canadian residential address,
your current temporary resident status is still valid, and your existing visa counterfoil is expired or was valid for only one entry, and
you need a new temporary resident visa to return to Canada in the near future."

Does a permanent resident who is relinquishing his status come under this category and is eligible to apply from within canada?

Acc to OB505, simultaneous applications for relinquishing pr and TRV seem a possibility. If TRV is approved, it appears that there is no need to exit Canada. Your take on it?
