Work permit processing

Hello,
My name is maninder i amhere to ask for a help or suggestion. I applied my permit on 29 September and my sister is getting married on dec 13. Do u think i can go on marriage and i will receive my permit before that...even on applied status can i go to border and receive my permit from there...

I can make one..will that be helpful. Or i can just get the work permit and do all other things in india
