Ur parents need an employer who would apply for LMO . study permit does not qualify ur parents for a work permit if thats what ur question was.

No I mean when they come to canada and find a job can they apply inside canada for a work permit?

If they find an employer who will be able to get a LMO for them, then yes, they could apply from INSIDE.
