Work permit from a Working holiday visa

I have a friend working on working holiday visa. His employer is willing to give him a job via LMO.

Question:
Once his employer gets LMO, can he apply his work permit at Vegreville like a temporary foreign worker?

Or

Is working holiday not considered a TFW? Thus, does he have to leave and re-enter Canada (he's from Korea and and is travel visa exempt)?
