I want to apply for open work permit from Niagara. my college issued me graduation letter but i didn't get the official transcript yet. can i apply with my graduation letter ?

So you are applying for a PGWP? I applied and was successful with just the letter but others on this forum were not, so maybe better to get the transcripts too. Remember the letter must be on official college letter headed paper. Just go back to college and ask them to print the transcript off for you. Make sure you have a valid study permit when you apply. Are you applying within 90 days of your course finishing?

yes, i am applying for PGWP. according to the college, they can issue me graduation letter but not transcript. it will come after at the end of august and my visa is expiring on 31st august.

Go back to the college office and insist they give you it and explain why you need it. They have to give you it.get the international student advisor involved as well. Sometimes colleges need a bit of a push before they understand. If you get it after your Visa and apply for the Pgwp, you will be rejected

The semester ends in August. but i dropped some courses which i completed this summer. they said the graduation will be assigned to me but not the official transcript. i explained them that i need to apply work permit. they said i have 1 month for that so they are not issuing me that. my grades are all uploaded but still they are not providing me transcript.

Unless the part time was only your last semester, you can't (see in bold)

From the CIC website-
Who can apply for a post-graduation work permit?
To get a post-graduation work permit, you must:

  • be 18 or older when you apply
  • have continuously studied full-time in Canada in a study program at least eight months long
