Work Permit for LMIA-exempt workers

I am sorry for asking the question, which might have already occurred here before, but I really need your help.

I am from Germany and will go to Canada in August to work at the University of Toronto as a PhD student. I have already got my offer of employment (with the employment number). I am exempt from LMIA and do not need a visitor visa. I was told that I am allowed to apply for the work permit at the Port of Entry. I am just a little bit confused:

Do I just need my Invitation Letter, passport, police records, IRCC Receipt to show to the officials

or

Do I still have to submit my application online, wait for it being approved and show this document at POE ?

I have heard that it is also possible to pay the required fees at POE as well.

Does someone have any experience with this?

I would really appreciate any help, since I am a little bit at a loss right now.... ???

Yes, you could do both. Depends on how desperate you are to get your WP.
