Hi,
Yes you can apply again to study, you must apply to a school and do the whole process again but you cannot get a pgwp (post graduate work permit) anymore since you can only get it once.
If you want to work in canada your employer must sponsor you or you must apply for permanent residency.

You can surely apply for studies . I would suggest try to study in province where getting PR will be easier.
