Work Permit Exemptions - hiring international teachers/performers

I run several music festivals and organize choir workshops throughout BC. I want to bring in international choir directors to work with my students and am trying to clarify the work permit exemptions. I understand that if I hire Americans to come and work at one of my camps - they are exempt from needing a work permit under R-186 (G and J) IRPA requirements (seminar leaders and performers) I believe that all they need is a letter from me that they present at the border - outlining the details of their work, honorarium/fees to be paid and explaining that I will provide accommodations.
What I'm unclear about is....does this apply to musicians from other countries as well? Is this a special US/Canada agreement or would it apply to teachers from Cuba, South Africa and France (the three places I want to hire some teachers for) The longest stretch of jobs would be 2 weeks long. The Cuban instructor already has a Multiple Entry Visitors Visa for Canada. The South African teacher would need to apply for a visa to come here. I would be so grateful for any help you can give!
