Work permit ends - do I get on the border VisitorVISA

Hello,
my work permit will end soon ... Can I go to the USA border and re-enter as tourist? Can I get there the visitor visa ...or will they have a lot of questionssssssssssssssssssssssssss ))))
Or do I have to apply online or per mail?
