Work Permit Countdown Start Date

Hi guys, I submitted my PGWP Application on the last day of September 2023. I should be getting 3 years of open work permit. My question is when will the countdown of the work permit start? Will it start after the decision is made or after I get a temporary work authorization letter after submission of work permit application? I am asking this because I am still searching for a job.
