Not true. You need a job offer and employer needs to file and pay for a LMIA to prove no Canadian/PR has the expereince, education or language skills to do the job, only you. Then with LMIA, you apply for a closed work experience with reference letters, ECA and IELTS, if required. What is your job experience and education in?
There is a large number of people who already have the ability to work in Canada who are struggling to find employment. Unless you have specific skills that are in shortage in Canada for example nursing it will be vey hard to get a job offer and WP. Example of what happens at every job fairs. Many employers are receiving thousands of applicants for even unskilled low paying jobs. The job market is quite difficult except in certain fields in Canada.
