Work Permit Application while waiting for LMIA result

Hello all,
I have a friend who is currently in Canada as visitor. She found an employer to hire her and is waiting for the result of the LMIA to apply for her work permit. When she went to the portal and go through the assessment, one of the question was: "I have a job offer and my employer gave me an offer of employment number or LMIA number (or proof of that your employer applied for an LMIA"
Does that mean she only needs to provide proof that her employer already applied for LMIA to apply for her work permit instead of waiting for the actuall result of the LMIA application? Since she wants to start working as soon as possible, there are delays in LMIA processing time.
If yes, what number should be filled into the Labour Market Impact Assessment No. (question 6) on the imm5710 form, can she put the LMIA submission number?

She needs to wait for positive LMIA to apply for closed work permit. Then she applies for the work permit. She can't work until the work permit is approved. So your friend will be waiting months.
