Work Permit Application outside Canada (Pakistan office)

I am a Pakistani citizen currently living in Toronto, Canada. I need to apply for a Work Permit but have to apply through my home country.

How do I submit my application by mail? The VFS Karachi website says that all applications must be submitted in person. I can't do that because I am currently in Canada.

Please advise.
