Work permit and or Permanent Residence application

I am about to receive my work permit and also have received ITA under EE recently . Two situations :

1. Once I receive the work permit I fly to Canada and then apply for PR ( under 90 days time frame)

2. After receiving Work permit , I finish the forms for PR and submit it from my home country and then fly to Canada .


Experts will you please advise , which option will be better or it does not matter .

I was wondering if I apply after visiting Canada the processing time may be reduced , hence I was concerned if any more details will be required .
