work permit and flagpoling

I have got a positive LMIA which will expire on 11th December 2015. I applied for my work permit on the 11th August and as yet there is no update. I am currently on a IEC visa so I do not get the bridging work permit if it expires before my new work permit. It is due to expire on the 23rd January 2016.
I have previously tried to get a work permit at the border in July and was told by the officer that this could not be done at the border and that it is to be done through CIC online. I have read on the CIC website that this can in fact be done so I am curious if anyone has done this and had success even when there is an application still in place. I have a british passport so I do not need a visa.
Any help would be great as I am beginning to get very worried about my timescales.

Since you hold a visa exempt passport and are in status in Canada, you should have no issues flagpoling to obtain your new work permit.
