work letter direct manager or HR/VP ?

Hi , I am preparing the letter from my current workplace. Do I need to ask my manager to sign it or HR (VP of finance and HR) to sign it? I have both choices but not sure which one is better. Should I also mention NOC code inside the letter?

Another question: For my previous job (Research assistant) Can I ask my adviser to sign it?

Anyone will work. There is nothing better or less good. HR, Manager or supervisors, everything works. Normally HR can not define your job responsibilities so they can give you a general reference letter, while more detailed letter are from the Managers or Supervisors. You need not mention the NOC within the letter.

Thanks so based on this , isn't it probably better to ask my manager to sign the letter? Since the letter should have the duties and based on what you are saying manager can mention the duties but not HR.

As I said earlier, there is nothing like better or best in it. Whoever puts your duties which are matching your chosen NOC is going to work...
Secondly, I am not saying that HR can not mention duties !! What I have said is a general work out but your case could be different, where HR can put duties.
