If you are looking at ways to apply for PCC from an Indian consulate in the US, I'd advise taking a leave and travelling personally to submit and collect the passport. You can either request them to mail PCC or collect it in person as well.
I applied for a PCC with the Indian Consulate in Chicago a couple of weeks back via mail. They informed that they have completed the verification and posted my PCC and passport back in my pre-provided return envelope, but USPS denies receipt of my package.
In the hindsight, I would have gladly taken a couple of leaves and spent a thousand bucks rather than go through the complex process of applying for re-issue of a lost passport.
