IELTS is just one small possible supporting document with your Canada study visa application. Unless other requirements are met, IELTS alone will be of no use.
It is better to take IELTS test and submit it with your application along with all other supporting documents.

there are many colleges and Uni. That offers ESL with program.
I also got admission Without ielts in Seneca colg.

it is better to do IELTS than take up ESL courses as most universities will charge u for it and that will be international fees so would be way cheaper to do IELTS and it will slightly help u with visa.
