Withdrawal of Work Permit Application

Hi,

I have a questions with regards to withdrawal of work permit application.

My friend from Philippines already submitted the applications for work permit under the LIC program and have taken the SPEAK test last August.

Now she wants to withdraw her application. What is the process? I cannot find any information regarding this.
