Withdrawal of Application - URGENT

hi to all,
I applied from London in 2007 and I have to send my documents to Case processing pilot-ottawa. Can I withdraw my application and reapply again under new scheme either from London or from India????? My NOC is 1111.
Can it have a bad effect when I reapply? How long it takes from India? do I need to give explanation of withdrawing my first application? are there any news of change of 38 occupations ?

Noc1111 is no more in the New List. Verify before withdrawing.

Do not withdraw your application. The list has been changed already. Please just be patient all will be fine.
