I have completed my B.Sc in electrical and electronics engineering(2013)
Cgpa: 3.18/4
IELTS: 7.5(L: 8.5, R: 8, W: 6.5, S: 6.5)
GRE: 307(V: 150, Q:157, AWA:3)
Work experience : 1.5 year as software engineer
no publication.

I am willing to apply in M.Sc or M.Eng (Electrical) at following Universities, please state which of these are safe, moderate or ambitious for me.

1. University of ottawa (please mention how good e-bussiness technology and electrical and computer engineering program are at this uni, if you can)
2. Concordia University
3. University of calgary
4. University of victoria
Also do i need to retake GRE as my Quant Score is only 68%? Please also mention any other university that matches with my profile. i am totally lost in university selection process :-\ :-\ :-\ please help!!!!

For Concordia, French is a factor. You would get PR only if you can manage to pass french language test with 60%, i presume
