Will WES evaluate an incomplete bachelor’s degree as a post-secondary diploma or associate degree?

This is not about EE or get any point.
It’s just a hypothetical question. If someone has studied for 4 years or even more with decent GPA at university while the length of the program is only 4.
However, for some reason, he/she couldn’t manage to finish. He/she couldn’t fulfill one little graduation requirement. The university still sent a certificate to this guy, just not a degree.
So the question is : what is the result of this equivalent?
Would it be 1.an educational credential equivalent to bachelor?
2.an educational credential equivalent to post-secondary diploma or associate degree?
3.Nothing?

1. No. If you did not graduate, you don't get equivalency.
2. What does the certificate state? Years may be assessed as one or two years in a university program.
