I got mail from CIO and when I check the status it is "Centralized Intake Office Sydney (CIO-S) - Eligibility Review Complete".
Will they also send the hard copy of the mail they send?
I didn't get any response from visa office and it has been almost 3 weeks. Shall I mail visa office
about the document or wait for the mail from visa office?

Well, most of CIO correspondences are by email, VOs communicate in both, however, there is no specific rule.
