I have a friend who works in Canada and I plan to ask her submit my resume for me, will that be possible?

I am also planning to apply from the job bank, will that be a good move/

what's the fastest way anyway?

Yes, it is faster to get a job first and come in on a temporary work permit than apply for PR directly as a federal skilled worker. Depending on where you are from, FSW can take 1 to 6 years to process. A work permit can take from 2-6 months depending on if it's a occupation under pressure or not. Once in Canada, you can go through a PNP, you can apply as an FSW from within or you can use the new Canadian Experience class.
