Will non-accompanying dependents in a PR application have dual-intend for TRV?

I am sponsoring my mother alone and without father this year. Will my father end up in a dual intend?
My dad does not have a visitor visa yet. That is why I want to list him as non-accompanying so that he can apply for a visitor visa without having dual intend.
I wonder, if my mom has an application on file, my dad would be still having a dual intend.
My dad is applying for TRV in March and I am sponsoring my mom this January.
Can anyone comment on this?

Technically, it will not be dual intent for his application as he does not have immigration application in process. However, still he might be considered a higher "risk" to stay in the country due to his ties to you and his wife who does have a PR application in process if that is what you asking about.
Generally, older folks with significant ties to their home countries are not in danger to be rejected to visit their children in Canada, i don't see why you want to get through all those hoops if you DO want to sponsor your father eventually to come Canada, it might just raise more questions about the integrity of your/their situation.
