Will new rules cause people to withdraw applications

If you applied before 27 Feb 2008 your application will be processed under the old rules.
Will applicants that are on the new NOC list jump ahead of those who applied before 27 Feb 2008?

Here is an example:

If I applied under FSW on the 1 Feb 2008, generally I will wait about 3 years if I sent my application to London office. So technically I would have an Initial assessment around 1 FEB 2011. Now if sombody else applied 1 March 2008 to London ,will their application be put ahead because according to CIC 1 March 2008 application should get a decision between 6-12 months, which should make it an initial assessment by 1 March 2009.

Some people who fall under the NOC 38 list might wonder whether or not they should withdraw their application and re-apply under the new rules, because it might be quicker.

Yes, they have basically said that the new applications, if you are on the 38 list, will be processed faster. Unless you can get an AEO for your old application to speed it up, if you are on the list of 38, you would be better off withdrawing and re-applying.

Will the new rules take place for sometime or they will amend it as and when there's a shortage of other occupations not in the list? I have noticed that there are no dentists, secretaries, civil engineers or other engineers. Is this rule going to last for years or only for the meantime in order to fill up the jobs/occupations in demand?

How did they come up with a decision like this?

Apparently the former minister had meetings with people in the industries in different provinces and somehow that is how they came up with the list. I am sure they will revise the list every once in a while to take out or add occupations but we will see.

When you consider the size of the economy of canada and the country's population, it's easy to see that the list will be revised every now and then. The country can only absorb so many petroleum and mining engineers...

By 'so many', eduardoF means theres a limit to how many engineers can Canada absorb, especially in the current downturn when companies are pulling out or postponing projects.
