Will my FSW Application be considered?

Hello,
So i sent my application to CIO and was received by CIO (Sydney, NS) on 8th OCT 2013, the CAP status then was 109. I haven't got the file number yet and the CAP has already reached 272 now. Will my application make it within the allotted 300/CAP and be considered?
Question 2- Has the CAP still have to be open until i get the File Number, in order for my application to be accepted?

I believe CIC is working on applications from August and maybe September right now. So it's difficult to say if your application will make the cap. You will have to wait and see.

currently CIC is working on 1st and 2nd week of September....current cap date 272 include august 3rd week applications ( according to my understanding )....Hope for the best and pray...
