Will I require work experience certificate?

I have completed my B.E in the year 2015, I have secured admission for fall intake 2017. I haven't worked since my graduation. So, will I need to present Work Experience certificate for Visa or not? I have been unemployed from August 2015 till present.

Either work experience or any other course or certificates.
You can't be idle for more than 3 months.
Don't try to provide fake experience as it might get you in trouble. Legal trouble.
Justify your gap.
not just experience, it should be a relevant experience to your field of study.

I have just given Exams. Gate exam, Railway exam and BSNL exam. I couldn't clear any of them. I just have admit cards of these 3 exams. Will that be enough? Can I justify that I was preparing for these examinations?

That can create a negative impact.
You don't want that, Canada Immigration is based on academic performance; you not able to clear this exam indicate that you didn't do well in your engineering resulting in failure of exams.
try some way out, and justify your gap.

I am Gujarat. I passes B.E with 70% overall and 77% in the last 2 years. My IELTS score is 8.0.

Yes, I have contacted a consultancy and they have suggested to find a work experience certificate with salary slips. I have arranged for a work experience certificate but I am struggling to find salary slips.

With fake papers, you will only put yourself in trouble. Misrepresentation in visa application means a ban for 5 years.
