Will I get declined if I only attached my ECA report by Not the certificate?

You can still upload the degree certificate along with WES and IELTS doc. Attach LOE along with it explaining the same.
Hey! I've already sent off my application but only uploaded the ECA, not my degree certificates. Should I send a CSE?

check the AOR document you received... it has link for CSEmargcityfoon said:
i dont remember what CSE stands for... but its like a change in status request or if you send wrong docs or something, you can use that form...
i would suggest you do this immediately, doc verification happens pretty quickly and you might be rejected even before you have chance to use CSE
