Will CEC New Rule Affect September Applicant?

Hi everyone, I am new in the forum. I noticed the new change CIC has made for CEC.

I applied in late September as NOC 1311(which is not eligible now), it was received on September 27, and I haven't got my AOR yet. Will the new rule affect me?

When I read the new rule, I saw the following:

"Guidelines for applications that have been placed into processing
In all cases, applications placed into processing are still subject to the requirements of the CEC and all other applicable requirements under the IRPA.

Once an application has been placed into processing, an officer may refuse the application if they determine that the applicant has work experience only in one or more of the six ineligible occupations listed above and does not have the qualifying Footnote 2 work experience in other NOC Skill Type 0 or Skill Level A or B occupations. In determining whether the applicant has the qualifying work experience in other skilled NOC occupations, the officer will consider all other occupations that the applicant has specified in the IMM 0008 – Schedule 8 (PDF, 1.3 MB) form and any supporting documentation submitted with their application."

I am worried if they will refuse my application after they start processing?

Any ideas? Thanks!

No, only applicants sent and received after today ( NOV-9th ) are affected by the new rules.
Please carefully read those news before posting.

Thank you! I did carefully read the rule. But you can see on my quote, it says "In all cases", it does not specifying application after November 9th. This is what I am worried.

Between November 9, 2013 to October 31, 2014, Citizenship and Immigration Canada (CIC) will accept a maximum of 12,000 new applications under the Canadian Experience Class (CEC).

Because of an overrepresentation in the CEC applications received to date, the following six occupations will no longer be eligible for the CEC starting November 9, 2013:

cooks (NOC code 6322);
food service supervisors (NOC 6311);
administrative officers (NOC 1221);
administrative assistants (NOC 1241);
accounting technicians and bookkeepers (NOC 1311); and
retail sales supervisors (NOC 6211).

CIC already has a large inventory of applications in these occupations and will continue processing them to a final decision.

In addition, CIC will establish sub-caps of 200 applications each for National Occupational Classification (NOC) B occupations. These are mostly technical and administrative jobs or those in the skilled trades. NOC 0 and A (managerial and professional) occupations will not be sub-capped, but they will be subject to the overall cap of 12,000 applications.

So read in the bold it means that the applications already received before Nov 9 will continue to be processed so you are safe.

Than you Cgel. I know CIC will definitely process my application since I applied in September. My concern is when they start processing my application, the VO might refuse my application since I am under NOC 1311. As you can see in my quotation.

It says starting Nov 9.
