Will Canada start issuing Parent Visa again?

As far as I know, Canada has stopped issuing Parent Visa since November 5, 2011 till November 4, 2013.

Does this mean they will again start issuing Parent Visa on and from November 5, 2013?

They are still processing the applications they have in the queue, but they have a pause on accepting new applications. They should announce any changes at http://www.cic.gc.ca/english/immigrate/sponsor/relatives.asp so keep an eye on that page for any announcements if you haven't applied yet. In the meantime, you could apply for the Super Visa (http://www.cic.gc.ca/english/visit/supervisa.asp)
